A groundbreaking real estate model in Ogun State is catching the attention of both the Nigerian Government and the global diaspora, offering a fresh blueprint to fix the nation’s critical housing deficit.
Ambassador Babatunde Adeyemo, CEO of Pelican Valley Nigeria Limited, has revealed an ambitious vision to transform Pelican Brief Estate into a national governance case study, proving that private enterprise can systematically boost state revenues and drive structured urban development.
A Blueprint for National Governance
The Pelican Brief Estate in Kobape is designed to accommodate over 2,500 homes. This single private layout surpasses the total volume of housing built by several state governments over a 16-year period.
Rather than criticizing administrative lapses from the sidelines, Adeyemo argues that private developers must “minister to the authorities” by establishing flawless, fully compliant systems.
According to official data from the Ogun State Ministry of Physical Planning and Urban Development spanning 2001 to 2024, Pelican Valley is one of the rare estates possessing a fully government-approved layout. This transparency guarantees rapid building approvals and eliminates the legal risks that historically plague diaspora investments.
Bringing the Diaspora into the Tax Net
For Nigerians living abroad, the project represents a secure, high-yield vehicle for homeland investment. Already, nearly 900 diaspora investors have keyed into the Pelican Brief project.
Crucially for policymakers, this influx has pulled hundreds of overseas citizens directly into the Ogun State tax dragnet through legitimate property
documentations and building approval fees. The strategy directly aligns with federal and state goals to boost Non-Oil Internally Generated Revenue (IGR) via seamless, regularized asset ownership.
Building a “Mini-Dubai” on a Strategic Corridor
The estate is situated along the highly critical Abeokuta–Sagamu Interchange road. This ceremonial gateway connects the Ogun State capital directly to the Lagos–Ibadan expressway, the Lagos–Benin bypass, and major northern and eastern transport veins.
The Kobape corridor is rapidly evolving into a major industrial and agrarian hub, heavily populated by expatriates and foreign farm settlements. Pelican Valley aims to capture this elite market by developing a self-sustaining, luxury ecosystem.
“We want to create a mini-Dubai in our space at Pelican,” Adeyemo stated, emphasizing that every phase of the project is backed by strict market research to guarantee long-term asset appreciation.
